I will mainly be playing games, lightroom and a little video editing for hobby sake. I won't be doing any oc.

Motherboard: Gigabyte Z87M-D3H or Z77M-D3H

Memory: 2x4GB Corsair Vengeance $118
Video card: MSI GTX 660TI Power Edition $365
Boot Drive: Samsung SSD 840 series 120GB $159
Storage Drive: Seagate 3.5" 1TB 7200RPM $83
Optical Drive: Samsung DVD-RW $25
PSU: Corsair TX650 $130
CPU Cooler: CoolerMaster Hyper 212 Evo $69

Do you think this set up will work?

I would like to have input to reduce the overall cost to around 1.2-1.3k

Downgrade your mobo to h-series or b-series. z-series is OC board.
Downgrade your PSU to 550W.
If still not enough, downgrade your cpu as to older version of Ivy bridge chip.

$1.2k is not gonna bring you any where if out want premium boards and stuffs that you do not use.

You should be looking at B boards instead. Not Z. Z is meant for overclocking. H is for raid. If none of this 2 is used then a B board is more than enough for you.

And you don't need a cooler if you ain't overclocking.

How do I know if I need raid, sorry I am a little confuse.
If I want get a SSD as bootdrive, and a HDD as storagedrive, do I need a RAID system or no?

No you do not need RAID.

RAID is for people whom wants to connect multiple HDD and run together as 1.

Since you are only using it for SSD and HDD you do not need RAID.
