The computer has been giving me issues since I built it 8 years ago, and it got worst. Anyone can advice me on which parts to upgrade to? Maybe around 1k-1.5k or even lesser.

Gpu - gtx 970 gaming
Ram - 2x 8gb HyperX Fury (Confirmed to be non issue)
Mobo - MSI H87 G43 Gaming
Cpu - Intel i5 4460
PSU - Corsair 600w (Confirmed to be non issue)

I am hoping to be able to salvage the gtx970, RAM and PSU and upgrade the MOBO and CPU and upgrade them slowly as time goes by. Would that be okay?

U prefer Intel or AMD?

Anyway ur (DDR3?) ram is unsupported by today's motherboards as they are already slowly phasing out DDR4.

So its up to you if you want to go with DDR5 or stick with the cheaper DDR4 alternative.

For 1.5k I rather get a new system.

For reference go Dreamcore or Aftershock sites to see what you can get for that budget.

I prefer Intel, looks like I have to upgrade to DDR5 too. Damn, I am so outdated with the specs now :(

If you have limited budget than suggest bring to SLS let them troubleshoot for you.
Usually PC this old, the RAM as well as Windows especially if upgrading from older OS
like Win 7/8 will have issue.

So try the following:
- Run memtest to check if the RAM is OK
https://www.memtest86.com/
- Update BIOS if you haven't done so.
https://www.msi.com/Motherboard/H87-G43/support#driver

- Do a clean install of Windows (Not reset)

Do proper maintenance first use until you got more budget for a new PC.

With 1-1.5K budget, i would highly suggest you to upgrade bit by bit. it's more fun and rewarding. Around 1.1K will give you a Intel i7 13700KF + Z790 combo. If you going for DDR4 version, top up another S$1xx for 32GB DDR4. If you are going for DDR5, it will cost around S$3XX. 13700KF + Z790 + 32GB should cost you less than 1.5K from what i see in PCtheme pricelist. Reuse your power supply and GTX970. Next year then change to a better one.

Would the gtx970 be compatible with the motherboard? I'm thinking of just going with your advice.

$1.5k can get you a whole pre-built RTX 3060 system already, good if you are a casual upgrader....

I've read up a bit more, and what route can I go for AMD?

You can try X670E/B650E combo with 7700X. Should be around the 1.1K mark.

The newer AMD platform actually will last longer than current intel 13000 series platform.

ive not really heard of performance slowdowns over time that was not caused by the storage, as the rest of the parts dont change in performance over time, and it is still conceivable that u r using a hdd given it was built 8 years ago. that could be a huge reason of the slowdown, and running windows from a hdd is asking for an absolutely terrible experience. if u are indeed using a hdd as a boot drive, perhaps u could try upgrading to an ssd first before splashing a considerable sum of money on anything else. otherwise if ur windows install is on a ssd, i would recommend u follow technie's advice and reinstall windows first. might also be a good idea to repaste ur cpu and gpu and remove dust from the respective cooling solutions if u havent done so.

I used an SSD (950 evo), which if im not wrong was when ssd was just released. My first thought was go change my ssd too, but after looking through, my mobo doesnt support windows 11, so now my options is to upgrade the mobo and cpu.
