[Help] Need Help to Rectify PC gaming problem

Hi, i just bought a customized PC a few days back and realize that the graphics will lag when im gaming. When i play Diablo 3, sometimes the screen will even hang for seconds and resume back when graphics are too heavy (when everyone cast skills in party).

Is this problem due to my gpu? Quite disappointing as i didn't expect a new PC to fail on me. If i were to upgrade, what would be the recommendations?

My spec are as follows:

Intel I5-4460
Asrock H81M-HDS mainboard
DDR 3 8GB RAM
128Gb SSD (where my windows n games are installed)
500gb HDD
Win 7 Home Premium
Powercolor R7 260x 2Gb
CoolerMaster 400W PSU

Thats D3 issues.

Till now still havent solve. Ever since ROS started.

Most GPU right now will even drop FPS at multiplayer all heavy skill casting on ROS.

Which R9? R9 270? R9 280? R9 290? Your current PSU can support up to R9 270X.

haha same , if u buy nivdia which doesnt eat so much power , also have to pay xtra $$ than amd card . but if play high setting game gfx card all eat very big power one except those gtx 970
