Help needed - iPhone 5S restore update error 3194, 17

Good afternoon.

Seek your kind advice please.

- iPhone 5S
- Phone refuse to boot up. Once it hits apple logo it goes black
- tried to restore or update via itunes / dfu mode (i do see screen showing 'cable connect to itunes' prompt.
- Cannot finished restore or update. Get hit by error 3194.
- tried to edit hosts file in windows system32-drivers-etc by adding a last line (NOT by removing gs apple text because i dont see any)
- tried again, get hit by error 17.

any kind souls can help me please?

also, happy to pay for repair services. I have a feeling its software problem rather than hardware.

Have you tried using another machine to restore to new phone?

Thanks for response. I did try on another computer. But the update / restore prompt just simply dont show up in iTunes.

I tried irecovery as well. Dont work.

or could it be the batt or hardware problem?

that error code looks like network related. tried another dns server?
