this is for award bios, but ur board likely is ami bios1 long and 3 short. AGP error. What does it mean
according to nvidia website, it states min 600w. its best not to use the min.. if got spare higher watt psu, try it out. i encountered that with my amd 6970 with just nice power supply... and it gave same error..
Yesterday after I reset. My GPU can be detected and project on my monitor. I tried to shut down and on again it worked. But the following day it can't work again. So I'm not sure whether if it's PSU or MOBO issue
Best is still to bring down to PC Care & Solution to ask for help. He can test with another rig to zoom in on the issue.
Yea have to bring down sls. Have to either change PSU or Mobo. A noob qns if change mobo can reuse processor?
You are using a very old mobo which warranty may already be over. Even if it isnt and can still RMA, it will take 1-2 mths to do so coz need find stocks.
If u change to new gen mobo, u need change cpu and ram as well.
Dun so fast draw into conclusion that psu or mobo is spoil. You will only waste unnecessary $$. Get an expert or another opinion for your pc issue.
Newer gen ram can't use ddr3? I'm using 4x4gb g.skill ddr3 now.
B85 is the last gen that supports DDR3. All newer gens after your mobo are using DDR4. There are some 1xx series which uses DDR3 but it will be very hard to find. And you will need to change cpu as well.
Just get it diagnosed properly and determine the issue before thinking of next step.

Summary:
GPU all along connect two device, monitor by DP cable, TV by DVI-D cable.
CPU suddenly cannot detect GPU. No signal on both
Plug in DVI to intergrated graphics card and Windows are shown on TV.
Do a reset(reformat) on my CPU and managed to have the GPU loaded on my monitor again.
Disable intergrated card on my bios, removed my dvi from GPU, so now only one DP connected to GPU and my monitor
Couldn't restart PC, CPU won't boot(got signal on screen but black screen)
Need to do a hard shutdown by holding power button and power up PC then CPU will be successful boot and windows shown on monitor(tried this almost close to 10 times to confirm)
Shut down my PC overnight, next morning couldn't boot my PC
No signal on monitor, the usual one peep sound from my CPU become few peeps(I believe to indicate there's no display output detected)
Please advise is it PSU problem or MOBO problem! Thanks in advance.

One Long and 3 Short Beeps refer to a RAM problem for AMI Bios.
The two beeps later indicate a graphics problem.
Remove all the RAM, power on the PC and listen for a repeated single beep from the Mobo speaker. If you hear that beep the Mobo is probably OK.
