Possible that the PSU may uplorry.

Take out the PSU and try to jump start it. Youtube "PSU Paperclip test"

See if it is able to power.

The GTS 450 has a 106W TDP, coupled with a Celeron. Technically, a good quality 300W can be sufficient. However, it is a FSP...

Get a better quality PSU. Since high quality lower wattage PSUs are a market deserted by the moar watts syndrome, just buy a better quality 500W+ PSU.

Cant even kick start most probably PSU dead. Might wanna RMA it or buy a slightly higher wattage PSU. Of cause not until 600w. Around 450w to 500w will do.

Is FSP not very good? I had the impression it is one of the more decent and thus recommended brand for PSU even for those entry level FSP hexa models?

As a brand, FSP is better than those generic fireworks that come along with the no brand chassis, or the "$20 walmart types".

However, for each tier, FSP's PSUs tend to be of somewhat lower quality compared to other brands (or OEMs), say Corsair, Seasonic (and those they OEM for), Superflower (and those they OEM for). This is typically reflected in their prices and warranty periods.

FSP is a major OEM, and is capable of higher quality products. However, they just don't.

Not that I want to be negative, but FSP tends to get recommended here due to its lower price compared to competitors (eg. the FSP Aurum series). HWZ recommendations almost always focus on squeezing the maximum out of budgets. No one here will recommend the Seasonic X Series, or Corsair AX.

Now we consider the case in TS's post. By my estimate, the maximum typical gaming power consumption is about 200W on the +12V, with at most another 50W on the other rails (mostly +5V). That PSU is unlikely a high quality Seasonic X Series type 300W rated at 50C; most likely a entry level rated at 30C. Given the local weather, the operating temperature within the chassis (and thus the PSU as well), is likely to be ~40C. 10C means ~10% derating. The PSU is also unlikely to have >95% of its voltage on its +12V rail. In other words, the PSU +12V rail was probably working at about the maximum if not over the maximum of its design.

IWO, a high quality 300W PSU (I'm not aware of FSP having such models on their lineup) may well be good for 3 years of service in that machine, but not a budget FSP.

Can Xigmatek NRP VC503 500W be used on Xigmatek Recon case?

Xigmatek No Rules Power NRP-VC503 500W

Hegge is one of the regulars at JG, so I believe that his review is trustworthy.

While passive PFC is not inherently bad, active PFC is the norm rather the exception when it comes to quality PSUs. That itself already hints that the product is not anywhere near entry level for the enthusiast, despite the AUD $60 price tag.

180+192=372W on the +12V rails. For a 500W, that is rather low. I strongly suspect a beefed up version of an old design dating back to before the Intel ATX 2.0 specification. I thought these design should have been retired by now.

That PSU has caps from China. Erm... I can accept some decent Taiwanese caps outside of the Fuhjyyu level of stuff, but I would stay away from Chinese caps until there is strong evidence to do otherwise.

There is small chance that the unit might be a poor quality one that slipped pass the QC, but I am not inclined to buy this unit myself, even if my system power draw does not cross the 400W mark. I do not need those Chinese caps to start bloating 6 months into regular service.

tl;dr: it's not a good unit to get, even if it is a Xigmatek (which is not a renown brand for PSUs in the first place).

Option 1: ThermalTake 450W Lite ~$55 @ Laser

Option 2: Silverstone ST50F-ES230 - MyNeXTComOnline ~$56 @ MyNextCom

Cheap but reviews look decent for something in this price range. If your friend is willing to spend more, there are many better alternatives available.

At this price range, it's easy to buy something that fails to live up to its promise. Stay away from those Xigmatek and Cooler Master PSUs.
