What is the temperature of your GPU, and CPU?

Use Realtemp for cpu. Or HWinfo.

What is the components used?

have you check after clean up and mount with new thermal paste, is the fan speed running at normal/reasonable speed?

Maybe he is in 16C aircon room. If so it is high considering its idle.

I count at least 5 threads started by him in a short period of time, and wondered why the same config giving him so many problems and why he didn't bring to sls to check or something.

Then I see him complaining about 50deg temps so I assume it must be trolling. You could be right that it's idle temps and if so it's quite high.

Should check task manager to see if any calculation intensive task running in background eg anti virus

TS you worried can invest in liquid cooling... only about $100+ can get a decent one.
