Help: Recommendations For a Cheap Mini HTPC Build

Building a pc for a friend. Only preference is for either the Jonsbo U2 or V2 casing.

PC is to be used for playing back high-def videos to TV. So HDMI output is important.

Other than that, perhaps a little web surfing. No need for monitor, keyboard or mouse.

OS is needed. Win 7 preferred.

Please help me out with system recommendations. Thanks!
