Help with building 4k editing pc

Looking at editing 4k video, wanna ask for some advice over here. Need to have smooth playback for 4k/8k video footage. Using Preimere Pro, This is what I got online

CPU: AMD or Intel? I7 9700 or R7 3700? Will there be significant performance different if going for i5 or R5?
Motherboard: Unsure which to go for, as for, quite confused, alot of online store recommend Z series, but I not intending to overclock, hence is it okay if I go for B series?

GPU: 1660ti or higher? See how much budget left.

Ram: 16 or 32gb?

SSD and HDD: Any recommendation? Perhaps need 2-3TBhdd then 1tb ssd


No need aesthetic, just pure performance.

Budget roughly 2.5k-3k without monitor

On a side note, any monitor to recommend? Haha!

For Premiere Pro and video footage editing which requires
heavy core and thread, ryzen 9 3950x 16 core 32 thread
is a good choice. get a good mobo like gigabyte x570 master / asus crosshair
a good aio watercooling also important cos 3950x gets pretty hot
boot drive get a nvme gen3/4
ram 32gb/64gb
case wise choose a atx case with good air flow
high storage hdd drive
a good power supply at 750w and above

So u just want a smooth playback in Premiere Pro? Get an nvme SSD (high IOPS, not just sequential reads) as scratch disk for the 4k/8k footage. And get loads of RAM. Start off with 32GB RAM, then increase to 64GB if Premiere Pro chokes up during playback. If u also need smooth playback while scrubbing timeline, then u might wanna use proxies for the 4k/8k footage instead.

If u wanna move away from playback in Premiere Pro and actually have to export the finished videos, then look for a good CPU. Typicall 8 high clock speed cores (Intel) or 12-16 average clock speed cores (AMD) will do. If u use effects that make use of GPU accleration during exporting, getting a mid-range Nvidia (CUDA acceleration) or AMD (OpenCL acceleration) will offload some of the work from the CPU, else most of the time the CPU will do the heavylifting during exporting.

Other than that, do u need to perform stuff like warp stabilization? If yes, getting a high clock-speed CPU (Intel) will be beneficial since certain tasks favor clock speed over cores in Premiere Pro. Look up wad u intend to do inside Premiere Pro, and then spec the PC accordingly. Use puget systems as a guide, they have provided pretty comprehensive benchmarks on Premiere Pro tasks.
