Help with new rig

I'm looking for a new budget rig that allows me to play simple games like mmorpg World of warcraft and dota2 sometimes.

Most of the time I'll be watching movies on Netflix, streams on twitch and YouTube.

My current rig has been running into problems of auto shutting down and unable to power up, going into a loop of powering up then down repeatedly but never into windows login screen,and unable to boot even into bios screen.

My current rig :
I5- 3330
24gb ram
Sapphire r9 280
Some ssd and hdd

Any recommendations for budget below 1.5k? And any reusable parts?

24GB RAM is overkill for your usage. 8GB is enough and 16GB is a little too much.

Just a point for you to note for your next build.

If you can get your hands on a AsRock A300 deskmini, all you'll need is a :
Ryzen R5 2400G or R5 3400G
16gb of ddr4 3200mhz laptop memory
Noctua nh-L9a AM4
You should be fine or

1.5k without monitor/keyboard/mouse can get a gaming rig already
so question is going as low as possible to play the two games you indicated your primary goal?
or getting a gaming rig of that budget that allow you to play wide range of games?

First option.
Most of the time I'll spend an hour or so browsing the Web on primary monitor with a YouTube or twitch /Netflix stream on the secondary monitor

if you are not looking for the latest hardwares, try video pro or back alley
for used diy main unit.
