Ssb bond rate is terrible now.
No, it's rather good now, actually. The current SSB is offering an average yield of 1.63% p.a. if held to maturity and 1.46% for the first year, not counting the $2 transaction fee. The 1.63% figure is rather attractive compared to the 10 year Singapore Government Security which was yielding 1.41% as of March 2, 2020, dipping as low as 1.38% the previous trading day. Interest rates have been falling since this month's SSB rates were set, so potential SSB buyers are catching a lucky break this month.
You'll be able to place an order this month's SSB before 9:00 p.m. on March 26, 2020, if you wish, so there's still time to see how market interest rates behave in the meantime. But so far it's looking pretty good if you need the safest, reasonably liquid place to park Singapore dollars.
You might also be noticing that fixed deposit rates are generally lower this month, and the longest fixed deposit isn't as long as the 10 year Singapore Savings Bond.
