Intel cannot be competitive at this stage considering the age of the Core architecture and the fact that they are stuck with 14nm for a very long time now. With software slowly but surely being optimized for AMD chips, and the fact that the security patches taking a toll on Intel chip performance, they badly need a new architecture to revive their CPU business. In the current state, they are not just losing out to AMD. Even ARM is catching up with them really quickly with significant bumps to performance each year.
