Interesting perspective! Usually, the burden of proof lies with the claim. I’d be curious to see what evidence supports the idea that interview quotas are the real reason — it’s a serious accusation after all.

I am in the company where the hiring manager already chosen an internal candidate, but he still posts the job and conducts interview. That's how I know. This is one example only.
