For those hotel which provide a 3G smartphone, I guess data sim would not be needed anymore? Can use the phone as a hotspot right?

Yes, usually can. Though I've read some guests mention that some of the handsets provided don't allow tethering/hotspots. So far the HK hotels I've been to can use their handy phone for hotspots. But Singapore hotels' handy phone cannot. (At least for the hotels I've stayed in la.) You can go to TripAdvisor and read the reviews for your hotel for confirmation.
