Worse than sg?
It's hot but the humidity level is not as high as SG, as long as you find some sort of shade (buildings or umbrella) it's not as bad. But hydration is important.

Well, I rather sunny than rain. They cancelled loads of trains routed through Chiba last Friday. Had to give up my free NEX to take the Skyliner to get to narita aiport.

i think because of Tropical Storm Yun-yeung. rain is ok just not heavy storm or typhoon

lucky skyliner not affected.

Based on JR East TOS:

https://www.jreast.co.jp/multi/en/ticket/changes.html

Note:
・No extension of the validity period or refund is made for the JR EAST PASS or other passes after the start of use due to cancelation of train service, delays or any other reason.

So the only possibility is you take that return leg to Narita within 14 days from your Outbound leg somehow o_O
Japanese logic at its best. Maybe can try claiming from travel insurance if it doesn't burst your claims excess but good luck getting the train delay/cancellation chit nowadays.

Yeah, the Tokyo station master was pretty helpful and told me to go for the skyliner instead, think they run off a separate line not so affected by the storm. The NEX info counter was not so useful for IRROPS and just told me to ask the station master standing next to her but in a separate line.

They cancelled like 6-12 NEX trains in both directions that day and crammed everyone on the platform into 1 train or something. I overheard someone at the boarding gate saying they only arrived 1 min before check-in cutoff and it was all standing room for the 1 hour ride.

How about HOKKAIDO?
If you are going now, or soon, weather is getting cooler. Last week was humid, hot in the morning. Afternoon was okie and half the week it was raining.

These past 2 days the weather changed and it was very cooling in the morning and thru out the days.

It is a good time to visit the public parks and open spaces in Tokyo and Osaka especially on the weekends. The natives come out to relax and picnic. I enjoyed strolling in Ueno Park to people-watch.
