One of the staff in my company also having the same error message this morning when try to login to his personal @live.com outlook account.
Perhaps sometimes wrong at Microsoft free outlook.com mailbox service which is affecting certain mailboxes?

My own @hotmail.com personal email account can login via the web portal.
