How does COE work?

It may have asked many times. But it doesn't clearly explain how it works. I understand that if COE quota is 2,049 and bid is 2,965, 2,049 people receives COE but the remaining 916 people doesn't receive.

1. Does that mean these 2,049 people are the top bidders of the 2,965 people? Does it mean if I bid $100k COE, means baojiak?
2. What's Quota Premium and Prevailing Quota Premium?

If you bid 100k coe is bao jiak if all bid below 100k.

PQP is for renewing coe one. That one i leave others answer u better.

QP is the COE price lo. Last session is 43k for cat A for example.

Lowest 20 bidder will not get the COE, next 100 bidders get the COE at Quota Premium of $21 (lowest bid amount of the top bid 100 bids).

Prevailing Quota Premium is the average of 3 full months QP for renewal of COE. It will be only released every month after 2nd bidding exercise.

almost correct, final QP shld b highest unsuccessful bid + $1.

let's use same example, but the bids r frm $10 to $1200 at $10 increment.
the final QP will be $201 (ie. $200 + $1), not $210. ;)

Every bid is $1 up or u can just anyhow whack a bid of $100k? Since in e end all pay e same

when ppl say placing a bid is actually not quite correct n thus the confusion.
in actual fact, the bidder is actually placing the reserved price (ie. the max price the bidder is willing to pay). the bidding system will auto-bid for the bidder frm $1 up to the reserved price at incremental of $1.

if a bidder is willing to pay $100k n can put reserved price at $100k, n yes, in today's market, sure win (if willing to pay up to $100k). ;)

The COE Bidding is based on reserved price bidding. A slightly different bidding system as seen on TV where only 1 item is being sold as there might be 1000 COEs being "released" per session.

Taking that there are 3 COEs for the exercise and 5 person bids....

Scenario #1
Person A : $100, Person B : $80, Person C : $70, Person D : $60, Person E :$50
The COE will be $71 ($70 + $1) and Person A,B & C will each need to pay $71

Scenario #2
Person A : $100, Person B : $80, Person C : $70, Person D : $70, Person E :$50
The COE will be $71 ($70 + $1) and Person A & B will each need to pay $71. 1 COE will be brought forward to next exercise.

Scenario #3
Person A : $100, Person B : $70, Person C : $70, Person D : $70, Person E :$50
The COE will be $71 ($70 + $1) and Person A will each need to pay $71. 2 COE will be brought forward to next exercise.
