how does telco charge for sending SMS

I have got a scenario, so if I sent an SMS to a friend and my friend does not receive the SMS, does it mean:

1. I am charged 1 SMS for that, or
2. as long as SMS not received by recipient, I am not charged for SMS used.

My guess is that you'll be charged once the message is successfully sent from your phone, whether or not your friend receives it.

The telco will be the best source of confirmation.

You are charged for the SMS regardless of whether anyone received it or not. As long as you used the network resources to attempt to send it, you are charged for it.

same as you are being charged for postage regardless addressee received it or not.

thanks for the input. i was using the postage analogy to explain to my customer after posting here.. who said they shldnt be charge when they see the "Fail" in delivery status for sms... lol

Many has forget teleco charge sms by 40 character block too. So if you send a long msg eg 75 characters. You are charged as 2 sms count.

Also teleco stored you sms even the receiver party is not available. If that party go online. He will still get your msg as long as the pre defined time us not yet expired.

So you do make use of the services. So it is only fair that you get charged for it.

By the way. It is a "law" that teleco has to store your message somewhere in their system. If someone file a police report. The message can always be retrieved.

If planning to mass SMS ad pls take note of DNC registry regulations

When I received these mass sms. I always forward the number to DNC department to investigate. I suggest everyone to this to against these irresponsible people. Nail them down.
