How does using an old app slow down your phone?

Happen to open a very old app, and there was a popup warning saying that the app might slow down the phone. How does this work I wonder? Does it affect the whole phone, or just when running the app?

My old Quickoffice app just crashes when I open it so I just delete it, no choice. It was still working fine on iOS 9.3.5.
