They can be used in all scenes, even at night. Polarising filters only let light thru when they are aligned with the filter. At night is normally less useful unless you are also dealing with glass elements which may cause glares.

They are especially useful in bright and reflective scenes such as sunlight, sea reflections etc. When used against the sky, it helps to make the sky looks more blue.

Take note that Polarising lens normally reduce 1-3 f-stops of light.

Take note that if you are using it to enhance the sky to create impact, it will not work when the sun is right above you or cloudy. But it can be use to cut down reflection in any lighting condition.

PL will decrease the light to sensor up to 2 EV.
It is not a good habit to use PL all the time
