I am going to purchase a new laptop, find this two, but don't know which to choose. any user got any comments?

I use it to do programming, no demand for gaming. For some heavy works of my program, i would send it to the server, so no worry for heavy job

1.HP EliteBook 830 G5
Specs as here
No need to upgrade, price 1388 SGD
2. Thinkpad E490
Specs as
here
As for customization. I was intend to get an i5-ver, 1080p, 8g-ram, 256-ssd & no hdd. Also they will give 10% student discount. So the price would be almost same. Also they provided 3-yr onsite warranty too.

Elitebook. The Elitebook is a high end $2k model thats discounted to $1.3k where the E490 is just a $1.2k model. There's also a big difference in weight, 1.33 vs 1.84kg which you will feel.

For programming, I will still recommend a laptop that have a capable processor and also good enough cooling. While slim is nice and mobile, it is also likely to throttle under load due to barely sufficient cooling. You should get whichever that suits your need and requirements.

Thinkpad E series vs Elitebook is handsdown Elitebook.

Also depends on the OEM embedded settings and Intel DPTF settings. Dell configures my Latitude to turbo the CPU at max frequency even though it breaches >95 deg
