There's a lot more than just simple administration. Employment act aside, there's still the CPF Act, Industrial Relations, Employment of Foreign Manpower, Re-employment, CDCA, WICA etc. Bunch of things that if you really want to do it properly, you need to know and execute correctly. Even if you want to walk the grey line, you also need to know enough to stay out of trouble. But if want to bochap and simply treat HR as an administrative funciton, of course you can hire cheap and low calibre people to do the job.
