If you are talking about the cafeteria within HTA, those with HTA passes will get their food slightly discounted.

Cafe? Do you mean the food court? If so the food is around $3-$5, western will be more expensive around $4-$6. There are stuff discount if you have HTA pass. If you really mean the cafe beside the food court, then I'm not really sure.
