Need a recommendation for a HTPC build, from scratch. intending to use openELEC os and Kodi. Should I DIY or buy like those NUC?

What I would need:
moderate amount of storage (about 120GB), for daily reading/writing and re-writing. still deciding between SSD or HDD.
able to record and playback live, free to air local TV (does this need PCIe or USB TV tuner?)
able to save the recorded videos to external media, and play HD video files from external media.
output to a HDTV.
wifi capable mobo preferred.
remote control (do I need to get a special remote, or can use existing one?)

budget is as low as possible. looking for as cheap as possible (no-frills).

you will need a dvb-t2 or dvb-c tuner if you want to watch local tv.

recording there are various free programs such as nextpvr.
