Humble suggestion: I feel they should change "Acting" in Acting Minister to "Associate" or "Junior"

Like standardise the term according to the industry standards:

Associate / Junior Minister -> Minister -> Senior Minister

Acting sound like someone help to jagar the position nia and not holding real responsibility. Like e.g. corlick team lead go on leave. So other corlick will be "Acting Team Lead".
acting as in actor as in 红星大奖

so is second minister bigger or acting minister bigger?
A second minister in a ministry is usually a Full Minister of another ministry. That person holds two ministerial portfolios. Put bluntly, this is where ministers are burnt and tested in the crucible of fire to see if they have the potential to go up further..

It's like other student study medicine, while you have to study medicine and half the curriculum for law as well.

Acting minister is not junior.
Then Acting Prime Minister becomes Associate Prime Minister? To fight with Deputy Prime Minister? Cannot lah.

Acting is basically just doing the job, just dont earn the salary yet

usually the salary is one rank below, i.e. in this case, would be SMS which is still close to 1m. Add MP salary, it will cross 1m
