Zainal claim S$21,363 surplus before they hand over to WP, while Charles Chong claim S$1m surplus. So there's a missing $978637 here in the calculation.

$22 million sinking fund is the savings over the years that the TC has been around.

-228k is the negative P&L for the preceding accounting period (usually 12 months).

So MND and PAP government were shooting WP for incompetence and making a negative P&L for each accounting period of running the TC; but now talking about $22 million sinking fund?

In philosophy study of logic, this is known as the fallacy of red herring.

Worse, Teo Chee Hean who is showed up not to understand the principles of accounting is running part of the country's budget every year for so long.....
