I NEED HELP

I bought my stuff at tradepac and my friend built it for me which in the end had some issues so we brought it back down and they did a free repair for me, but they told me my windows10 is corrupted and i have to reinstall in on my own. im very lost.
the error code shows 0xc00000000e and has options like f8 and enter which both dont work. i tried installing the win10 flash drive thing and insert into my cpu and change the setting to boot the usb but it stucks at the logo and restarts everytime. Any idea how to fix it?

Go to the BIOS, toggle the options for the SATA controller mode. Someone reset the BIOS and the previous bootable SATA mode revert to factory default setting different from the previous bootable SATA mode.

IDE/AHCI/RAID mode available, if the current setting is IDE with this error, change it to AHCI, press F10 to save and exit BIOS.
