Correct one should be:
Foreigner refused entry into s'pore later got jailed and caned in a hidden van.
If the van was hidden, how did the authorities know where to find the van to go in there to cane the foreigner? Why did they not bring the foreigner to prison and cane him there? Must cane in the van and then jail him in there as well? =:p

While I agree the written text is bad, use a bit of brain and common sense can guess the gist liao

I understand it to be

Foreigner (was) refused entry into Singapore, later got in hidden (by hiding) in van, gets jail(ed) and caning.

Caanot be 外国人拒绝入境, must have the 被. Refused by immigration, not himself refuse to come sg (why did he still sneaked jnto sg if he refuse to come?).

Later got in hidden in van….

depends if one is looking at context of the news article, or just the sentence itself..

the jhk cant get job in msia. so decide to go sg jail instead. i believe msia jail is worse than sg jail...
