- i5 cpu (what model?) Yes. i5 4570 will do
- motherboard (what model?) Yes. Any current B/H series non-Asus brand mamaboard will do
- 4gb RAM (what model?) Yes. Any Crucially Skillful King will do
- 240Gb SSD No. This is not 2017 where 240GB is SSD is $45

i guess i will need to leave out SSD for a later time.

but is it safe to buy used i5 in forum?
i mean gfx, ram probably ok but for cpu + motherboard, is it better to buy new with warranty?

generally getting anything from 2nd hand market is fine and can save u abit of cash. to be careful just get stuff that are still in warranty and request seller to provide receipt or invoice

OR i should be looking to buy i5 2nd gen for USED.
i don't see alot of cpu+motherboard thread compared to gfx.

of course not many, 3rd gen still pretty new, people usually use marketplace to offload old parts, but just look around everyday and you should find one you want.
