iCloud Photo Library problem

Anyone using iCloud photo library and using the option to store only optimised version on the phone?

Mine recently gave me problems. Unless I am on Wi-Fi, it doesn't allow me to download full resolution. Called Apple and they have not replied after these few weeks even though they acknowledged the problem. Just did a full reset and restored from iCloud and problem still exist. Sian

Let me try again. If you choose optimise, the phone will only store a thumb nail, which is very blurry since iOS 8.12. So when you are viewing it, it will normally load from the cloud (can see the round icon on bottom right loading). Or when you click edit, it will load from the cloud.

My problem is that the above process does not work when I am on mobile date. Only works when I am on Wi-Fi. This kinda sucks.

Apple acknowledged this but has not called me back for weeks.
