iCloud Upload Stuck

Hi guys, I’m getting the dialogue box below when I want to Erase All Contents on my iPhone. I’ve selected the Finish Uploading and it’s stuck at 80%. Plugged in and waited for 3 hours but still no movements.

Reformat and DFU restore also no use. What’s the next step ah?
