Does iCloud backup everything on your iPhone when you want to transfer to new iPhone?

I mean Everything, as in EVERYTHING.

Pay money for the space on iCloud, you can store whatever you paid for on it. Don't want to pay and have a lot of things to transfer? plug in USB and use iTunes, storage in your computer HDD.
