Just visited my sister in a HDB estate.
Several cases of hoarders or big families store or leave their spare furniture or collected items in staircase, common corridors.
We all seen many images of such hoarding and encroachment in the media.
Why this type of issue recur over and over again?
Incompetent town council and estate officers?
MPs and town councils fearful of hoarders who might kick a fuss or kill themselves?
Attract unneeded publicity?
When I made a report on private housing encroachment into public land recently, the appearance on-site and resolution was fast and furious.
But in HDB, town council adopts persuade, influence, mediation, counselling approaches.
My sis complained many times, but there is no absolute resolution in sight.
"Try to be understanding", "Family is not doing well", "Give them more time", etc are the response of town council.
I wonder if private dwellings owners are easier to pressure and adopt enforcement actions?
