Erm, incumbent logic perhaps? Impression the pattern seems like as long as they listened, its sort of implied they done something about it. Sometimes with counter to negate it, tellling people its not a problem at all. And that's it, case closed people should move on, take it or leave it. Keep mentioning it means people not listening. Need further negating, sometimes with media helps maybe.
