Image can't set as full screen on Iphone 5S

Is this a bug?...kinda irrigating i can't zoom out, it keep zoom in by default, any solution to this? i heard on way is to take screen shot of the pic? any other solution to this ? Hope someone could share....

There is an app to resolve this, its called "Wallpaper Fix" Free for today

Or you can go to Settings->General->Accessibility->Turn on "Reduce Motion"

Hope this will be fixed in iOS 7.1, it's a bug though.

It's not a bug. It's zoomed in so that you get the Parallax Effect. You're able to disable this 'feature' soon.
