iMessage and facetime activation triggers

Does the activation only trigger if erase and setup iphone as new? if i change sim card, will it trigger the activation again?

its been a long time since my telco charged me for this although i did not reset my phone.

you will only be able to activate when connected to telco network right? no mobile data/wifi connection is required?

circles free plan cannot activate both functions (it will stuck at waiting for activation...). maybe it still requires global sms
