iMessage sending global SMS for activation

I'm currently overseas and using iPhone with iMessage/Facetime disabled. However I noted it will send a global sms for the iMessage activation although the feature is disabled and M1 said to check with Apple as the sms was triggered by them. M1 is not able to block/disable the sending of global sms.

Any idea how to disable the sending of global sms for iMessage?

Because you disable, you never sign out from your Apple ID. Remove your apple ID account from iMessage and Facetime. Enable both first, then go inside and remove the accounts.
