I'm using a XPS 9100 now which is dying on me. Am building a new PC with new parts.

Is it possible to use a DELL OEM Windows 7 Pro CD to install on a new built PC? All major components are new.

Windows 7 OEM license will stay with PC forever once it's installed and registered with Microsoft. It cannot be installed in another PC.

OEM will work, but do you have the appropriate license key to activate it? Otherwise it will not work.

Dell use to give the full windows installation disc with their laptops but i think nowadays they follow other manufacturer and give only the recovery disc.

u will need a legit copy of the full install disc, borrow from friend, then use ur dell OEM serial number normally found on the desktop windows sticker (or search under computer-properties)

after installing the software u will need to activate, 99.9% of the time internet activation will fail, so click on phone activation and follow the steps. this should work, if not they will direct u to a customer service rep, then u bullsh*t ur way thru :s13:

what i have experience with is reinstalling a clean (no vendor bloatware) windows vista home pre on a laptop that came with windows vista home pre license. it worked

It depends. Some might work, especially if similar chipset. If different, you'll end up with BSODs.
