Insufficient system resources exist to complete requested service

Hi, my laptop is running on windows 7 32-bit ( for poly uses) and recently my laptop experiences quite a bunch of problems, like "harddrive not enough space to complete installation" (when i clearly has enough ad plenty of space) when installing programs or "Insufficient system resources exist to complete requested service" when. Can anyone assist me with this issue?

I did defrag, clean the registry of my drives.
