Government Subsidy β MediShield Life / ISP β Rider β MediSave β Cash β MediFund β CareShield Life
There are 8 main types of insurance. ISP is a must-have because it helps pay your hospital bills when you get sick or injured.
Must-have
Important / Depends on you
Optional
Official MOH List of Plans by Tier (as of June 2026)Standard (B1): Basic, fixed benefits, all insurers same, cheapest.
Class B1: "As charged" B1 ward, benefits vary by insurer.
Class A: Single room in public hospital, higher limits.
Private: Any private hospital, most flexible, most expensive.
| Tier | Plans Available |
|---|---|
| Standard (B1) | Income, AIA, Great Eastern, Prudential, Singlife, HSBC Life, Raffles |
| Class B1 | AIA B Lite, GE B Plus, Income Basic, Raffles B, Singlife Plan 3 (plus closed plans) |
| Class A | AIA B, GE A Plus, HSBC B, Income Advantage, Prudential Plus, Raffles A, Singlife Plan 2 |
| Private | AIA A, GE P Plus, HSBC A, Income Preferred, Prudential Premier, Raffles Private, Singlife Plan 1 |
There is no single "cheapest" or "best" plan. It depends on what you value. Here's a simple breakdown.
| Question | Simple Answer |
|---|---|
| Cheapest overall? | Income Enhanced IncomeShield + Essential Care Rider (lowest premiums, but you pay more when hospitalised) |
| Most value for money? | Income Enhanced IncomeShield + Optima Care Rider (good balance of price & coverage) |
| Best for cancer coverage? | HSBC Life Shield Plan A + Enhanced Care II ($30k/month for non-CDL cancer drugs) |
| Best for families with kids? | Income Enhanced IncomeShield Preferred + Optima Care (covers gene therapy, ICU for kids) |
| Best panel & flexibility? | Prudential PRUShield (large panel network, good riders) |
The 3 Main Choices
1. Public Hospital B1 Ward (Cheapest)
- Who it's for: Budget-conscious, okay with 4-bed ward
- Best plans: Great Eastern SupremeHealth B Plus, Singlife Shield Plan 3, Income Enhanced IncomeShield Basic
- Note: Great Eastern is best for citizens only (not PRs)
2. Public Hospital A Ward (Middle)
- Who it's for: Want single room in public hospital, some private flexibility
- Best plans: Income, Great Eastern, Prudential, Singlife, AIA
- Note: Prudential is cheapest here but has no B1 downgrade option
3. Private Hospital (Most Expensive)
- Who it's for: Want full private hospital access, shorter waits
- Best plans: AIA HealthShield Gold Max A, HSBC Life Shield Plan A, Prudential PRUShield Premier
- Warning: Premiums rise fast as you age
3 Things You Must Know
1. Never switch insurers casually
If you switch companies, all your existing health conditions become excluded. You'll pay for the new plan but get nothing for your current health issues.
2. Downgrade, don't switch
If premiums are too high, downgrade within your current insurer (e.g., Private β A ward β B1 ward). You keep coverage for existing conditions.
3. Use the free government tools
- CPF Health Insurance Planner β shows your long-term premiums
- MOH Comparison Tables β side-by-side plan comparison
Step 1: Pick your ward class
How to Decide in 3 Steps
Step 2: Check the trade-off
- B1 = cheapest, 4-bed ward
- A = middle, single room in public hospital
- Private = most expensive, full private access
Step 3: Compare using official tools
- Lower premium = higher deductible/co-pay when hospitalised
- Higher premium = lower out-of-pocket costs
- Go to CPF Health Insurance Planner
- Go to MOH comparison tables
- Look at premiums up to age 75+, not just today's price
- Each Insurer's Websiteβ Search for "[Insurer Name] Shield Premium Table PDF":
- Great Eastern: SupremeHealth
- Income: Enhanced IncomeShield premium
- Prudential: PRUShield premium
- Singlife: Revised premium rates
- Raffles Shield: Premium rates
- AIA: HealthShield Gold Max premium
- HSBC Life: Shield Plan premium
Quick Comparison Table
| Plan | Ward | Premium | Best For |
|---|---|---|---|
| Income Essential Care | Any | Lowest | Budget buyers |
| Income Optima Care | Any | Low | Best value |
| GE SupremeHealth B Plus | B1 | Low | Citizens wanting B1 |
| HSBC Life Shield A | Private | High | Cancer coverage |
| AIA HealthShield Gold Max A | Private | High | Private hospital access |
| Prudential PRUShield Premier | Private | High | Panel flexibility |
Bottom Line
- If budget is tight: Income Enhanced IncomeShield + Essential Care Rider
- If you want best value: Income Enhanced IncomeShield + Optima Care Rider
- If cancer coverage matters most: HSBC Life Shield Plan A
