Which is more important, chipset or CPU? Which should we spend more money on for better performance?

chipset only determines what is supported on ur motherboard, be it the cpus u can run or whether u can overclock ur cpu and ram. when it comes to actual performance, ur cpu and in some cases the quality of the motherboard are way more important; chipset may only play a minor role in allowing overclocking, which in recent generations only offers a marginal performance boost over stock performance. if u dont plan to tinker with ur system, u should allocate more money to the cpu and gpu.

The Chipset is embedded on the motherboard, so for example an Asus B660 + i9 12900 is better than Asus Z690 + i7 12700K? GPU the same, and no OC required

yes, though the 12700/k are probably the sweet spot in terms of price to performance, so u probably wont notice much of a difference when pairing 12700 with b660 vs 12900, especially when gaming. which specific motherboards are u looking at for these pairings?

Its price vs performance within i7 and i9 so want to know which is better, have a better chipset or have a better CPU
Z690 + 12900K - most ex
Z690 + 12700K - less ex
B660 + 12900 - cheaper
B660 + 12700k - cheapest

like u mentioned u not looking to oc, so just get the cheaper b660 motherboards and spend the savings on a better cpu (if needed) and gpu. but my point was that 12900 is not worth it for gaming as there is not much benefit if at all. if u do production type workloads then there is a case to be had going i9 (and i would still recommend pairing with b660, so ur less ex option), but otherwise 12700 non k + b660 should be enough for most people, especially considering the jump from 12700 to 12900 is a ~$400 delta.
