If didn’t update to iOS13 and remain at 12.4.1, then when restore the new iPhone11 from backup (ie ver 12.4.1), will it work bcos the new iPhone11 is already pre-loaded with iOS13 ?

Yes will still work. Older/lower version to new version will work but not the other way round.

So after restore, my iPhone11 which was initially pre-loaded with iOS13, will be downgraded to iOS12.4.1 after the restore ?

I don't think you can even go 12.4.1 on iPhone 11. There will be no IPSW for that.
