I guess Apple might be releasing iOS 13.1 beta 4 next week. Or it could be releasing iOS 13.1 directly to general public without a GM build on 30 Sept.

Probably because it might take some time for Apple to review new and updated apps due to overwhelming surge in apps submitting to support for iOS 13 in the coming week.

Better to get prepared early before the official release. Furthermore the app crashes, unlike other apps that are kinda still working.

This one I am not sure. But technically .1 updates don’t have GM. Of course this is a special one.
