ios 6.X.X upgrade

I have a 4S on ios 5.1.1 jailbroken. according to cydia, they have the blobs for 5.1.1 n 6.1.3 stored for me.

1) If i wish to upgrade my ios, i can only upgrade to 6.1.3?
2) Is there any untethered jailbreaks for 6.1.3?

Nope you're stuck. Even with blobs now you won't be able to update to that version. Plus 6.1.3 is not jailbreakable.
