How come sometimes my 3 block defender cannot block this Bully?

The Bully just spin right past my defenders, when the defender not blocking anything. I put Silverash behind sometimes also cannot block.

Sibei shag man clear until AF-7 normal and challenge stage.

I see AF-8 need to clear 5-10 first before can unlock, but I stuck at 5-5.
