I have an iPhone 8 running iOS 12.1 beta 3. I just got an iPhone XS, is it possible to just restore it to the new iPhone XS which is running iOS 12.01? Or do I need to install 12.1 beta 3 into the iPhone XS as well?

You have to install 12.1 beta 3 into your XS.

Setup your iPhone XS brand new.
Install the profile.
Update to iOS 12.1 Beta 3.
Reset and erase your phone.
Restore from iCloud backup.
