iPad 4 Cannot On, With Battery Issue

I have an iPad 4 which I haven't use for a very long time, like I guess, a few years. And I tried to on it, I tried all the buttons, everything, but even if it managed to switch back on, the battery is sort of dead, I tried charging it, but it keeps staying at 9 percent and 10 percent, no matter how long I charge it. What can I do about it? ( it's not cable or plug problem, coz that cable works on another iPad. ) Is it too old to be used already? What can I do about it?

Probably battery is dead.

Either pay to replace (if it is even possible) or recycle it as ewaste
