Basically TS if i were you i rather buy a cheap desktop for mainly web browsing.
Bigger screen. Better entertainment factor.

Just buy any tablet that you think suites you. For what i know people whom stick to apple is because they simply dont organize their stuffs. They would use the itunes to organize for them.
If people think that android are messy meaning to say they themselves are messy.
Android will depends on how you arrange your stuffs. Even drag and drop without arranging it. The music functions like google music app has the ability to rearrange the songs you have properly for you. No mater where the songs are stored in whatever folder. Videos are way much convenient to transfer. Can just transfer without converting.
For ts. I think if you really look at entertainment point of view and web browsing. Try android tablet. There are a few tablets on android at your budget range you could get. And womt go wrong. For your budget you can consider this few, can get nexus 7, samsung 7.7 or samsung tab 2 7.0. Although samsung both tablet is a bit outdated. But the screen will be their plus point here. Nexus 7 screen is slightly flushed. If can wait. Can get note 8.0 samsung. But i doubt this would be cheap
Only get the ipad mini if you need LTE. Lazy to organize your songs or need an itunes to organize your stuffs. If you like premium stuffs yes you can go for ipad mini. But remember ipad mini screen is not a retina display. And very low ppi count. The screen isnt as good as what it seems.
For me. My take till date is i will get an android phone, in terms of phone technologies, and experinces, custom roms, i would prefer android for phones. The use of custom rom rocks!
I would take an ipad (not mini) for tablet wise. As this is more for entertainments like games, and web browsing. I dont watch movies on mobile devices as i enjoy my movies on a home theatre, so much better enjoying using it than on mobile devices (tak shiok).
