My secretary complained that her iPhone 5 battery keeps running out and has to be charged frequently. I did a check on Apple website and found that her phone qualifies for Apples' iPhone 5 Battery Replacement Program.

This is what the website said:

So, I booked an appointment for her and she went down to Apple Service Centre at Wheelock Place yesterday. But when she got there, whilst they confirmed that her iPhone was eligible for the battery replacement, it was at the same time not eligible.

Apparently, they did some kind of test and said the battery was still ok. It was "average". Only when the battery fails then she can get the replacement. She was told she can come back every month to check if her phone "fails" the test.

What kind of policy is this?
