I ordered from Apple Online Store and cable is delivered within 3 days. Although it's shown 2-3 weeks shipping on the web page, actually they just got plenty of stock I guess.

It just happens that you ordered near to new stock arrival. My 2nd batch of orders loaded last week on launch day after receiving 1st batch together with iPhone 5. This 2nd batch order only delivered today. Anyway, ordering 3rd batch lo. Waiting game starts again...

Yeah, they(Double Helix) DIY the original cables from Apple store. So I suppose it should have the V chip as well.
